  Mario Canahuati, Honduras's Foreign Minister, said April 25 that the reincorporation of Honduras into the OAS was all but a done deal, that it should be automatic, and will happen this June at the OAS assembly in Lima, Peru. Miguel Insulza, the OAS Secretary General, just threw a bucket of cold water on Honduras's hopes for that meeting.

  Honduran President Porfirio Lobo will attend a summit in Spain this month even as some Latin American leaders who refuse to recognize his government after last year's military coup threaten to boycott the proceedings. Lobo's government will cut funding for diplomatic relations with countries that boycott the May 18 European Union-Latin America and Caribbean Summit, the Honduran Foreign Ministry said in an e-mailed statement today.
